A NEW WAY TO ACCESS SPECIALIZED LEGAL SERVICES THROUGH FRWA

Dooley Gembala is proud to partner with the Florida Rural Water Association to provide specialized legal services to FRWA members. We are committed to helping Florida's rural utilities identify and mitigate risks, maximize returns, comply with regulatory requirements, and practice good governance.

The Initial Review

Continued Access to Counsel

The Initial Review

Counsel will request and review important governance documents, contracts, and regulatory filings to provide initial insights regarding ways in which the utility could reduce expenditures or financial and legal exposure, and/or increase income. Additionally, recommendations may be made to amend bylaws, enact certain policies, or revise contracts consistent with industry standards and best practices. 


Ultimately, the utility will determine whether to adopt, modify, or reject counsel's recommendations, or engage in a more extensive or longer-term attorney-client relationship.  


Importantly, attorneys will not provide a formal legal opinion based upon the initial review, only recommendations.

The fee for the initial review of governance  and contract  documents will be capped at $1,500 and will be paid to FRWA to be held until the work is complete.

Additional work beyond the scope of the initial review can be managed directly between the utility and the firm, including but not limited to general counsel services, litigation, and regulatory compliance. With the benefit of technology, the firm's attorneys can appear almost anywhere on demand, whether in a boardroom, or in the field. And when in-person meetings are necessary, the firm's attorneys can deploy immediately.

Non-Profit / Special Districts

For non-profits and special districts, we are pleased to be joined by Attorney Matthew Dooley, whose review may include:
